| Our History Soto Construction Company, Inc. (SCC, Inc.) incorporated in 1986 as a civil engineering construction company. Its founder, Walter D. Soto, had previously operated his own successful design-build commercial company from 1981 to 1985. A strong desire to return to the roots of his trade learned as a youth in a family-owned business motivated Mr. Soto to refocus his energies toward the civil engineering construction market.
